Caitlin Jackson of The Mill House, Stewarton presented a cheque for £150 from Buzzworks as a donation to the Lugton Defibrillator project. M Brindley thanked Caitlin on behalf of the Community Council.

  • Grant request for installation of Christmas lights to be submitted to EAC council by 2nd August 2018
  • Compost now available for train station planters. Volunteers will be required within the next 6-8 weeks to transport compost and soil from station car park to the planters.
  • More volunteers needed for watering hanging baskets in Dunlop due to dry spell.

PLANNING
No new planning applications received. P Graham agreed to continue his role in reporting planning matters.

ROADS/RAIL

  • The conditions due to surface water and traffic cones on road near Dunlop House and Commoncraig corner to be brought to the attention of East Ayrshire Council. ACTION – E Lochhead to contact EAC
  • Resident of lower Main Street raised concerns of speeding in that area of the village and has contacted the Police regarding the matter. He reported that his recent short term trial of cautionary signs to drivers did have an effect in slowing traffic. These signs have been removed by East Ayrshire Council and the possibility of alternative signage was discussed. ACTION – write to Stewart Turner, Ayrshire Roads Alliance
  • M Brindley was voted as the main point of contact in Roads and Rail matters

COMMONCRAIG DEVELOPMENT
Local resident, Heather Thomson, described her proposal of an outdoor woodland gym, adventure activities and play park at Commoncraig. There is potential for a variety of wellbeing/nature events and space for allotments. Whilst still at the conceptual stage, the community council had no objections.

COMMUNITY ACTION PLAN
Further to the public meeting held on Thu 24th May 2018, Councillor Ellen Freel has established links with East Ayrshire Council and an application form has been submitted to start the process in developing a Community Action Plan. The next step is to gather all community groups together and this will be facilitated by EAC hosting a public meeting in late August/early September 2018.  There are a number of open spaces in and around Dunlop that require management and co-ordination. This is an opportunity to work together and apply jointly for funding.

LUGTON DEFIBRILLATOR
The target set by M Brindley and L Shuttleton to raise funds to install a defibrillator in the disused telephone kiosk in Lugton has almost been fully met. Current contributions/pledges from local businesses:

  • Station Road- vandalism – car scored using key or similar
  • Kirkland Road – S38 – 1 apprehended
  • Field near Main Street – theft of metal gate and troughs

Discussion of vehicle accident at corner near railway bridge and the reporting and recording of such incidents.
Query as to validity of new 30mph signs.
Concerns raised over inconsiderate parking and near miss incident near train station.
Car keying incidents reported.

Treasurer's Report April 2018

  • Appreciation of the 6 new planters at railway station provided by GE Aviation, Prestwick was noted. These planters are required to be filled with free compost available from East Ayrshire Council. Planting protocol will be considered later.
  • Enquiries to be made regarding costs of filling summer hanging baskets.
  • Possibility of funding for additional baskets and brackets for Lugton to be investigated – application to be made online for 8 baskets.

A member of the public expressed concern over the erosion of the speed table on Kirkland Road.

The issue of fly tipping was discussed. Police officers advised that any incidents witnessed should be reported.

POTHOLES
The condition of roads in Dunlop and the wider East Ayrshire area was discussed.  There has been a substantial increase in complaints. Councillor McGhee explained the current system of prioritising repairs and the impacts of increased workload at times of gritting, road clearance and erection and dismantling of festive lighting.  Patching has been carried out to make roads safe. Resurfacing works can be expected at some point in the coming months.

GRITTING/ CLEARING OF RURAL ROADS
It was noted that a number of streets were not gritted and rural roads were not cleared during the recent severe weather conditions.  A query was raised regarding the use of local assistance from the farming community.  Councillor McGhee agreed to contact Ayrshire Roads Alliance (ARA).

A member of the public stated that the pavements at Livingstone Terrace and Allanvale, inhabited by older adults, had not been gritted and that George Davidson of ARA had stated that there has been a change of category in prioritisation – upgraded then downgraded.  Councillor McGhee agreed to raise this at next meeting.

The member of the public will organise a meeting with George Davidson for residents of Carruthers Close and Allanvale.

A community councillor highlighted that the Capital Investment Programme does not include works on the A735, which cannot wait a further 3 years, and is not included in the recently agreed £6 million budget.

The varying condition of roads throughout Ayrshire, the factors affecting road conditions and cuts in funding were discussed.  Councillor McGhee agreed to relay concerns back to East Ayrshire Council.

Signage within the area was discussed.

It was noted that roadside dumping of litter is an issue.  Litter clean up schemes are operating in surrounding towns and villages. Dunlop and Lugton Community Council will consider the possibility of a ‘Clean Village’ campaign. Councillor Jenkins expressed his interest and offered to become involved. ACTION – discuss at next meeting

The cost of the solar Christmas tree lights has been covered by grants and donations.

East Ayrshire Council annual grant of £100 has been utilised for DLCC advert in Dunlop Gala Day programme and DLCC Secretary’s expenses.

£500 grant received from East Ayrshire Council for hanging baskets.

Bid submitted for Participatory Budget funding for 2018 solar Christmas lights. Public vote to be held at Stewarton Annick Centre between 10am and 2pm on Saturday 17th March 2018. ACTION – advert to be placed

Consideration to be given to fundraising in order to replenish DLCC funds.
